UPDATE: The RFP has been finalized and released to the public. The due date for proposals is November 4, 2010. To view the RFP and related attachments, please visit the UMW Purchasing Current Bids and Proposals web site at: http://www.umw.edu/purchasing/vendors/bids_proposals/default.php.

This page contains an outline of the DRAFT of the RFP. The full DRAFT RFP document is available for download by anyone with a UMW network account. If you do want to read it in detail, please do not post online or distribute. The document is currently in DRAFT form and is intended for internal use only.

If you would like to know the general outline of the RFP in order to compose your thoughts, the outline is presented below in three parts.

Please notice in Figure 1, there are two areas for which you might want to offer some comments to the committee. One is a listing of mandatory requirements. Note: Mandatory does not equal very, very important. Mandatory means if it is not present, the vendor submission is not even considered no matter how great the rest of the proposal.  Mandatory items should be limited to just those items the absence of which would make an LMS an absolute non-starter. Are there items that you feel are so important that they absolutely must be in an LMS before it is considered for use by the university?

Another area of Figure 1 is a set of fairly open-ended questions that allow the vendor to fully explain their product in their own words.  Are there any questions you would like to ask a potential vendor?

While the section of open ended questions allow the vendor to elucidate, Figure 2 shows us that there is an area of the RFP that will ask very direct questions that the vendor must answer in a word or two (yes, no, yes at extra cost, etc.).

Figure 3 shows the remainder of the outline. Here you will notice that there is a defined rubric by which all vendor submissions will be graded by the LMS Review committee. Once the top four finalists are identified, they will be invited to come to campus to give live demos to students, faculty, and staff.

This outline is intended for university internal consumption so the university community can provide feedback to the LMS Review Committee.   The RFP is in DRAFT form and should not be distributed outside the university community.
